Negligence and noncooperation

I have a bad asthma and sometimes will get serious attacks and he keeps refusing to get me a proper inhaler nor check up on me.
I ask for therapist and help with AAP several times after moving back to Norway and only get replied with "journalført".
I'm still waiting for urgent documents that he still refuses to give.
One time when I went in the first time regarding something being wrong with my throat, he kept talking over me and refuses to give me room to speak everytime I tried to talk. I ended up swearing loudly and ask him to shut up and listen to me, only for him to nod over and over, change the subject and let me out with no results.
